About the Role: 

Reporting to the Project Director, the Technical Scope Manager will unite and guide a team of subject matter experts; including the PLAA Manager, Communications Specialist, Environmental Manager, Quality Manager, Utilities Manager, Planning and Scheduling Manager, BIM Lead and Commercial Manager aligning their efforts and serving as the key client-facing leader to deliver seamless, impactful project results. 

 

Key Responsibilities: 

  • Lead LEED and QA/QC Initiatives: Champion sustainability and quality assurance, acting as the technical expert for all project phases. 
  • Project Coordination: Update schedules and budgets, maintain cost control, monitor labor, material, and equipment activities, and perform administrative duties related to QA/QC and LEED. 
  • SME Alignment: Coordinate and align the work of various project specializations, ensuring consistent focus and direction across the team. 
  • Stakeholder Engagement: Attend project meetings, present updates, document action items, and communicate highly technical aspects to all stakeholders. 
  • Change Management: Monitor project change management processes, identify change events, submit change notices, and track changes in project scope. 
  • Documentation & Reporting: Assist with drawings, revisions, site instructions, and change orders; provide timely progress reports and maintain QA/QC records. 
  • Safety & Compliance: Ensure site and company assets are secure, maintain a safe and respectful work environment, and take responsibility for the Project Specific Safety Plan (PSSP). 
  • Quality Control: Ensure implementation of the Project Specific Quality Plan (PSQP), review Field Surveillance Reports (FSR), and initiate NCRs as needed. 
  • Client Focus: Build rapport with clients, manage expectations, resolve issues, and educate on the design-build process. 
  • Collaboration: Work closely with the Design Manager, Construction team, Estimating, and Commercial groups to ensure constructability, cost-efficiency, and compliance. 
  • Continuous Improvement: Lead the team in continuous improvement initiatives, develop baseline technical standards, and drive efficiencies for future projects.  

 
Qualifications and Experience:

  • Trade Certification or Technical Diploma/Degree in Engineering or related field required 
  • 5–7 years of relevant industry experience, including 3 years as a PM or CM in construction or design 
  • Experience in Design Management, Transit Systems (track/signaling), and Commissioning Transit projects preferred 
  • Heavy rail experience preferred; strong light rail experience considered 
  • Proficient with MS Office Suite, project management/scheduling software, BIM tools (Navisworks, REVIT), InEight, Unifier, ACONEX, and Revizto 
  • LEED, PMP, P.Eng, and expertise in contract management, procurement, and Design-Build or Alliance models are assets
