About the Role

 

Reporting to Senior Quality Manager, the Quality Specialist is accountable for training and providing assistance and support to Quality Coordinators and / or project team members in planning, implementation, coordination, and reporting of Quality Management System (QMS) requirements at project level. Essential functions may include involvement in the Tender Quality Assessment (TQA), Project Quality Risk Assessment (PQRA), supporting the development of Project Specific Quality Plans (PSQP), Inspection and Test Plans (ITP), Deficiency Management, Lessons Learned, and a relentless focus on meeting and exceeding internal / external customer needs and expectations. The incumbent has the technical proficiency, leadership skills, and communication skills to manage the quality requirements for multiple projects, and receives guidance from a Senior Quality Manager as they gain the necessary experience and proficiency to become fully autonomous in project quality management delivery from bid to completion

 

 

As a Quality Specialist at Graham you will: 

  • Support the development of Project Specific Quality Plans (PSQP) for project with inputs from project team members.
  • Be accountable for the successful Implementation of the Project Specific Quality Plans (PSQP) as per the project requirements while working closely with Project Managers, Superintendents and Subcontractors
  • Manage and mentor Quality Coordinators and Inspectors with a focus on development
  • Maintain strong relationships with the client, consultants, subcontractors, suppliers and other key project personnel to verify that the quality of the supplied materials and services meet the expectations of internal and external stakeholders
  • Develop training plans and train people on-site, detailing the requirements of the PSQP
  • Ensure that the Quality processes are in place and refined to provide final closeout of project in the portfolio.
  • Assist in conducting preconstruction start-up meetings with subcontractors and suppliers to inform them of the project quality requirements.
  • Support the development of Project Specific Inspection and Test Plans (ITP) with coordination from team
  • Review Quality Plan and Inspection and Test Plan submissions from subcontractors and maintain a firm understanding of the contractual requirements of a project members and solicit subcontractors’ inputs for their scopes of work.
  • Ensure risks identified in the Tender Quality Risk Assessment (TQA) and Project Quality Risk Assessment (PQRA) have been incorporated in the Inspection and Test Plans (ITP)
  • Participate in conducting, and verifying the inspection and testing activities while working closely with subcontractors, project team and the independent Inspection and testing agency as per the Inspection and Test Plan (ITP) requirements
  • Participate in the Testing and Commissioning process, and ensure all the requirements for quality during the handover are met
  • Manage and track the implementation of the Deficiency Management Process (i.e. initiating Field Surveillance Reports (FSR), Corrective Action Report (CAR), and Non-Conformance Reports (NCR)
  • Review the Field Surveillance Reports (FSR), Corrective Action Report (CAR), and Non-Conformance Reports (NCR) based on frequency and severity of occurrence and findings
  • Lead quality audits, as required
  • Develop and communicate performance standards and metrics to all relevant parties while supporting field supervision with Quality inspections and reporting
  • Maintain accountability for communicating, leading, and lagging KPIs.
  • Develop regular status reports for the client and the Senior Quality Manager, detailing the status of QMS and recommending actions to be taken for continued improvement across all regional Infrastructure projects.

 

Education and Qualifications:

  • Trade experience, certification, diploma, or degree in Construction Management, Engineering or a related field is preferred.
  • 5+ years of experience working on medium to large scale civil/infrastructure construction projects in a Quality related role.
  • Experience managing internal quality systems within a General Contracting environment.
  • Certified as a quality professional from a certifying body, successful completion of an ISO 9001 Lead Auditor Course.
  • Strong technical proficiency in Quality-related areas: related legislation, auditing, and data analysis.
  • Superior leadership skills with ability and willingness to face challenges, solve problems, and motivate others, while maintaining effective relationships with customers.
