 As a member of our Infrastructure group, you will provide insight and innovative construction solutions to ensure the successful execution of various infrastructure projects, such as: roadways, highways and interchanges; bridges and overpasses; water and wastewater treatment facilities; transmission lines; general/public transportation including airports, seaports and light rail transit lines (LRTs); and conventional and alternative power generation like wind farms and district energy facilities. You will also further hone your skills operating under various delivery methods including Design-Build, P3 (Public-Private Partnership), Construction Management and IPD (Integrated Project Delivery).

 

Summary

Serves as the senior company representative with accountability and responsibility for leading large, multi-discipline teams through the phases of projects from bidding to building to project closeout. The incumbent’s focus regarding scope and complexity is predominantly in  Construction Projects with annual revenues between $20–40M. The incumbent is responsible for a portfolio of projects in high-density work areas where the market-specific experience and expertise is significant. Essential functions include leadership, customer focus, project planning and start-up, project financials, project preconstruction, project execution and closeout, HSEQ, and a relentless focus on meeting and exceeding customer needs and expectations. 

 

Essential Functions

Execution

  • Engage Preconstruction in preparing, revising, and monitoring information regarding reports related to costs involved in developing project budgets.
  • Oversee the estimating process for projects, utilizing experience and expertise to determine and mitigate risks.
  • Oversee the subcontracting process, which includes facilitating initial scope review meetings, finalizing agreed processes, developing subcontract scopes of work, and managing the subcontract distribution and final execution process.
  • Oversee the process of determining the quantity of budget estimates / deliverables to clients.
  • Oversee project administration and operations.
  • Ensure that project schedules, milestone dates, and closeout checklists are prepared and maintained during the project lifecycles.
  • Establish relationships and communication tools as needed with suppliers and other key project personnel to verify that materials, supplies, tools, equipment, and personnel are obtained and / or delivered when necessary.
  • Reallocate resources accordingly to best accommodate various project needs at a given time.
  • Approve and communicate the performance standards and metrics by which teams will be measured against.
  • Ensure that project sites and company assets are secure and maintain a safe and respectful working environment at all times.
  • Assist project managers with subcontractor disputes.

Planning and Process

  • Adhere to the Operations Manager role and responsibilities as it relates to governance and outlined in the Graham Management System (GMS).
  • Oversee all project estimates, tenders, and submissions.
  • Manage a portfolio of projects of varying types.
  • Oversee the development of an organizational and responsibility matrix at the start of projects.
  • Direct and approve project resources required (e.g. people, tools, equipment, materials, internal and external services).
  • Oversee the review of contract documents with project participants to ensure terms are clear on deliverables, which will ensure project work will be completed on time and within budget.
  • Communicate objectives for critical milestones, budget, schedule, and client satisfaction measurements to project team members.
  • Develop regular status reports for company executives and project steering committees detailing status of projects and recommending actions to be taken.
  • Oversee project forecasts and prepare variance reports / notes.

Financial Accountabilities

  • Develop and recommend short-term operating budgets, and assist the Operations Director with long-term planning where required.
  • Recognize and leverage Graham's techniques and processes for tracking progress and work to address and solve complex financial models for large scale projects.
  • Understand the requirements of owner's contracts, including bonds, fees, notifications, schedules, reporting, and costs.
  • Make commitments (i.e. contractual, spending, or purchasing) on the company's behalf as described in the Corporate Authority Matrix:
    • Contract Change Orders: up to $100k
    • Waiver Subcontractor security requirements: up to $200k
    • Subcontract Change Orders: up to $100k
    • Short Form Subcontracts: up to $50k
    • Purchase Orders: up to $100k
    • Purchase / Sale of Capital Assets: up to $100k in value

Client Focus

  • Oversee and understand commitments being made to clients, and Graham’s associated risks.
  • Establish and maintain relationships with public and private sector clients, construction joint-venture partners, financing partners, key specialist subcontractors, as well as other stakeholders such as design teams, suppliers and user groups that reflect and support Graham core values.
  • Act in a manner of integrity that shows support for the company, its values, and the employees, while maintaining constant focus on meeting or exceeding customer requirements and expectations.
  • Negotiate skillfully in tough situations with internal and external parties by winning concessions without damaging relationships and being direct and diplomatic.
  • Actively participate in industry, client, and community relations to enhance and promote Graham.
  • Proactively and aggressively seek new business opportunities through relationships.

HSEQ

  • Demonstrate HSE and Quality behaviors that reflect corporate expectations of Actively Caring and Road to Zero.
  • Take personal responsibility both for own health and safety, and that of other workers, visitors to the site(s), the community, and the environment.
  • Take responsibility for the development, implementation, and execution of Project Specific Safety Plans (PSSPs).
  • Ensure HSE has equal status through all phases of the projects prior to any construction approval and during execution.
  • Monitor and measures HSE goals and expectations using Key Performance Indicators (KPIs).
  • Know and comply with client requirements, Occupational Health and Safety Regulations, and all applicable government laws and regulations.
  • Review, approve, and close out all incidents to support Continuous Improvement (CI) processes and feedback for the HSE MS.
  • Ensure that Project Quality Risk Assessments (PQRAs) are conducted for the project upon award of project contract.
  • Ensure implementation of the PSQP on project sites by all project stakeholders.
  • Review the Field Surveillance Reports (FSRs) and initiates non conformance reports (NCRs) based on analysis and severity of findings.
  • Ensure that Quality KPI data for projects is documented.

 

Education, Experience and Knowledge

  • Degree in Construction Management, Engineering, Business or a related field or equivalent.
  • 10+ years of experience. Depending upon the project size, scope, and complexity of the years of experience may vary.
  • Ability to assist with more than one project at a time.
  • Strong presentation skills and verbal / written communication skills.
  • Commitment to quality and safety, and ability to evaluate project-related processes and make necessary changes to meet and exceed internal and external customer expectations.
  • Strong leadership skills with ability and willingness to face challenges, solve problems, and motivate others, while maintaining effective relationships with customers by meeting or exceeding requirements and expectations.
  • Proficiency using a computer and communication tools such as email, internet, and Microsoft products.
  • Proficiency using scheduling and project management software.
  • Ability to lead and analyze estimates and prepare tenders and proposals.
  • Estimating experience is an asset.
